No.
Without it crime increases.
Maintaining a healthy and happy herd increases its productivity.
A stressed cow produces less milk.

I'm for a 3-strike rule.
After three warnings there is no point in continuing.

In harsh natural selection extermination is certain.
In human environments "execution" seems a bit extreme....but some form of coercion would be useful.
But some minds are beyond recycling and rehabilitating.
As a Spartan I am inclined towards extermination, but my Athenian side tells me this could lead to abuses.
But if the welfare of the group is our focus, then yes....extermination.
