| I don't know how he does it but I think it's basically "pixel art". He takes the static image (of somebody else in this case) and then he animates the parts by zooming in and then manipulating single pixels frame by frame and how they change in each frame. you need to have the finished animation in your mind, how it should look like and then work on this zoomed-in level where you extrapolate in your mind how it will look like at large.
