Empire of Lies and Liars developed a a system of manipulation and exploitation.

It demanded that nations "open their markets" to foreign, i.e., US, corporations which could then bring local businesses down because they could not compete with these multi-national corporations on price and variety.
If they refused they bombed them into submission after threatening them with sanctions.

Then these corporations - full of the (((elites))) - purchased all the valuable resources, essentially gaining control of the nation and its politicians.
All the wealth was taken out of the nation producing in the US wealth, but not for all.
Trickle down economics also benefited those at the bottom of the American hierarchy.
So all Americans benefited directly or indirectly.
The locals with no wealth and no jobs then migrated....to the US where they became evidence of America's "greatness", so the nation's human resources were also exploited.

If resistance was present then a war would suffice.
America instigating regional conflicts to sell its armaments and then servicing them for decades, for generations.
Once weapons were purchased - sometimes at a discount - the nation was stuck with American because it had to maintain them with American parts and training etc.
This could also be used as leverage to make the nation do America;'s bidding.
Hardware with no software is useless. Hardware with no maintenance and no ammunition is useless.

In the meantime American movies and fArt and cRap is flooded into the now "open market" of the nation, brainwashing its children. Americanising an entire people and forfeiting its future.
The nation's culture replaced with pop America cRap and fArt, and media....etc....American soft power.

Presumably killing women and children in war is evidence of derangement, and yet their leaders seem to escape this harsh diagnosis because they are "democratically elected", presumably representing a collective madness.
The secret of evading guilt is...intent. Which is about free-will.
Intent is what distinguishes the madman from the hapless buffoon, marinating innocence through his idiocy, or the people that were idiotic enough to trust their fate to him.

Intent cannot be measured it can only be spoken, or projected.
One may drop a bomb killing hundreds of citizens and claim them to be unintentional.....collateral damage in his war against "evil".
This is the trick....intentionality. plausible deniability.

Putin is now given the intent of killing women and children because the narrative said so, and according to the same "reliable sources" he is also losing the war, not achieving his military goals, because the "specialists" know what these are, and his timetable.

Now, I admit that the best laid plans are often laid to waste, and this is no more true than in war, but the victor is the one who adapts his strategy to the unforeseeable circumstances of the battlefield....adjusting his will freely, by choosing to divert his objectives and his timelines.

There can be many reasons Putin does not do in Ukraine what Americans, under the direction of their well-meaning moral friends, have done since the war against the Japanese, and then Vietnam and then Korea, and then ....on and on....leaving behind mountains of "collaterally damaged" women and children, but nobody said much about it since.
Were there war crime tribunals?
No.
Were they deranged madmen or evil?
No. They were well-meaning good men who regretted what had to be done to satisfy their masters.

I do not pretend to know what Putin is thinking or why he does what he does but I can think of many reasons for not bombing Ukraine to dust, and why he chose to employ a more costly, in resources, time, and men, strategy.
I predict that when the dust has settled these same buffoons will be given some new excuse or story to explain why the one who was supposed to be mad and evil was acting on alternate impulses nd why the one who was supposed to have been vanquished was not, and the one who declared himself victor was not.
